Jim Balsillie, Chairman and Co-CEO, Research in Motion will be testifying Wednesday infront of the Subcommittee on Courts, the Internet, and Intellectual Property. The hearing entitled, “Patent Quality Enhancement in the Information-Based Economy” is concerned about patent quality and its effect on the economy. Patents of questionable scope or validity waste valuable resources by inviting third-party challenges and ultimately discourage private-sector investment.
A few issues that will be address are how have the recent wave of bogus patents affected the US economy, what needs to be done to improve patent quality, do examiners have enough time to examine applications, and if the USPTO requires additional funding.
Balsillie will be one of the only two witnesses from the corporate world, the other is Robert A. Stewart, Director and Chief Patent Counsel of the Americas for UBS AG.
