Dont believe everything you read on the internet.

RIM almost always gives 7+ days notice, and sends out network notifications to people who sign up (notifications@blackberry.net)

The article in the PINSTACK forums references the bb outage list (which isnt official). If the outage was real, it would have a BBCHG number associated with it.

Also, most changes will say things like “4 hour outage”, and once the outage is complete… it lasted 2 minutes. RIM banks on large outages to not lose on SLAs, when in reality the real outage time is minutes.
