A Bold user here-and I am Japanese.
I haven't had the overheating problem with my unit so far, but some people reported the problem in Bold user communities online (Japanese), before DoCoMo made the decision to suspend its sales.
As for your 'conspiracy theory,' as much as I acknowledge that many Japanese industries have a protectionist tendency, I find your theory unfounded and unconvincing. There was quite an excitement among smart phone lovers when it was announced that Bold would be introduced to Japanese market. And considering the rivalry between DoCoMo and SoftBank (to whom they lost the exclusive sales deal of the iPhone) and how much efforts and money have gone into marketing and creating the hype, I doubt that they would cave in to the pressure from other domestic manufacturers or government just like that.
Whatever the cause is, I really hope they'll fix the problem and start selling the Bold soon. There are lots of Japanese people wanting to become early adopters of this wicked technology!

I am using the Japanese Bold, I have a suspicion it could be due to the new 700ma charger. Initially when I charged it I was using the 700ma charger and the device felt "hot", but since I had the previous NTT 8707h charger lying around which is rated 1000ma I've been using that and it doesn't seem to have the heat problem. A colleague of mine is charging via USB and don't have the heat issue.

I'm suspecting the 700ma 100-240V charger hasn't been tested properly.
Japan is using 100V 50/60Hz.
