1) the time between the RIM release and a carrier release is the time required to verify there is no regression, and that the enhancements are working as designed. It seems that Verizon has a higher level of Quality of Service than the UAE carrier. In other words : they want to give less bugs to their subscribers.

2) the OS has to be downloaded on a computer. Anyway, you need a PC to install that OS on your device.]]></description>
