This has nothing to do with the vendor.xml file. That's for installing different carriers installs on your phone.

I never knew there was 2 different ways to be honest as far as I know there are only hardware unlocks. All my BlackBerry Smartphones are unlocked and I have never had an issue upgrading. Who did the software unlock so I can look it up?

Have solved the problem, please find the instructions below:
Instructions:

1. Delete vendor.xml in C:Program FilesCommon FilesResearch In MotionAppLoader

2. Close Blackberry Desktop Manager
3. In the same folder wher you just deleted vendor.xml, run the loader app which will start the update process.
